The Diocesan Board of Finance is both a registered company (limited by guarantee) and a registered charity. It is therefore accountable to two statutory regimes. Its membership is mainly drawn from representatives elected by the 16 Deanery Synods of the Diocese (one clergy and one laity representative per Deanery) although there are also ‘ex-officio ’members (Bishops and Archdeacons). The Bishop of Derby appoints the Chairman.
The Board acts as the financial executive for diocesan operations and the employer of staff working in central functions – finance, administration, support ministries (Advisers). It prepares the Diocesan Budget, obtains the approval of the Diocesan Synod as the senior policy making body and calculates and collects the ‘Share’ payments required to deliver the Budget. It acts as the budget holder on behalf of other diocesan bodies. It arranges and funds the payment of parochial clergy stipends and maintains clergy housing. It also acts as Custodian Trustee in holding properties (halls, houses etc) on behalf of parochial church councils.
The Board uses its Deanery membership base to act as a forum for discussion of financial matters and a vehicle for communication of finance issues. Membership of the Board’s Executive Council is part ‘ex-officio’, part elected by the Board. The Executive Council members are the Directors of the company and also the trustees for Charities Act purposes.
